Each year in November the small, barren desert oasis of Pushkar is transformed into a place of pilgrimage for millions of Indians. Everybody who is anybody on the horse scene in Rajasthan - Maharajas, breeders and horse masters - meets at the Pushkar Mela, the turbulent market for over 50,000 horses and camels.

危机不是即将到来,而是已经从四面八方悄悄开始。

那是一种美丽的水生植物,它比人类早几万年来到地球上,在生物学家眼里,它是一个环境是否存在生命的迹象——蓝藻:在中国,经济发展最快的江南水乡,它突然成为了万恶之源。“开宝马、喝脏水”是我们选择的生活方式吗?

喝上干净的水,这是人类最古老的生存愿望,这一愿望创造了许多奇迹:自来水的发明、城市的诞生……但是,在一个先天饮水条件有缺陷、经济发展不均衡,甚至快速工业化的国家,喝上干净的水,要面对种种复杂的困难,更何况自来水就一定干净吗?

在寻找洁净水的过程中,今天的人类既要克服自然障碍,又要克服文明障碍……

在富裕的南方,几十万人,一夜之间就可能没有水喝;在淮河岸边,一场污水过后,所有河蟹养殖户彻底破产;在发展的北方,河流的生命几乎绝迹;长江的河道里,人们花费上百万元,只是为了寻找到一种名叫白鳍豚的水生鱼类;“太湖美”、“汾河清”这样的歌曲在全国的水污染地图面前显得滑稽、尴尬。从北到南,七大流域正在面临水污染危机崩溃的边缘。

水是宽容的,因为这种宽容才产生了生命,也因为这种宽容,它容纳了这个世界所有肮脏的东西。中国的工业文明发展浓缩了西方两百年的时间,作为代价,中国的河流与湖泊也浓缩了西方两百年的污染史。利益驱动、制度缺失、道德沦丧,对比农耕文明,对比泰晤士河的治理,让中国的江河湖泊重新变清究竟什么最重要?

水生态环境的状况是一面镜子,能够清晰的照出一个人、一个民族、全人类的道德与良心。

在青海民和县喇家村,我们可以看到几千年前的洪水为我们留下的惨痛记忆;而在开封城外几十公里外,悬在几百万人口上方的黄河,又让我们不断地思考洪水的出路。

在全球,每年死于江河洪灾的人数约占各种自然灾害死亡总人数的四分之三;而在中国,受北方黄河成为悬河影响和在南方受长江季节性洪水威胁的地域有全国一半的人口,流与堵、放与治,究竟能不能根治水患?中国目前的防洪工程几乎已到极限,放眼世界又有哪些方法可以借鉴?技术主义也好,自然主义也好,江河治理的背后都体现着不同的时代精神,都配合着具体时期的发展要求,江河洪水治理的根本或许是对人水关系的再一次调整。

居安思危,回顾千年治水历程,解析水患症结,思考江河治理方略。

每年夏天,在漳河两岸甚至会增派武警来保护水源;在河西走廊,黑河分水自古以来留下了许多惊心动魄的故事;在中东,甚至一桶水就可以换来一颗子弹……

水不够用,人们就会去抢水,当抢水危及到了生命,人们就会想办法去分水。无论是漳河两岸的省长们,还是湖北农民用水协会的代表们;无论是鄂尔多斯的企业家,还是西班牙的水法官,在谈判、博弈的过程当中逐渐明白:政府主导、市场调节、民主谈判、法制约束,最终不仅是在落实平等的水权,而且也是在落实平等的人权。不仅人与人、国与国之间要分水,而且人类与河流、与湖泊、与地下水之间也要分水,因为我们都是地球生态系统的一部分。

即将被分配的水是人类理性的一面镜子。

几千年前,秦始皇靠修建了郑国渠和灵渠,调配水资源,完成了一统中国的大业;十年前,沙特阿拉伯的王子希望把一座南极冰山运回缺水的国家,但是一过赤道,冰山就在大海里融化了……

到底可不可以把水从富足的地方搬运到缺水的地区呢?那些缺水的地区是不是已经接近缺水的底限?今天的调水和过去相比究竟有哪些不一样?调水究竟是大国的梦想,还是不得已而为之的无奈?调水应该是对贪婪的弥补,还是对贫穷的补偿呢?

新世纪之初,中国以小心谨慎的态度在编织一个充满梦想的水网。

在城市里,拉动任何一个抽水马桶,宁夏缺水地区一家人一星期的生活用水就全部被冲到了下水道;在缺水的宁夏、甘肃,各个地区都在争上高耗水的工业项目;以节水技术、节水制度、节水

道德闻名于世的以色列,人均水资源量竟然比我国许多地方都要多……水很贵,一瓶矿泉水的价格甚至比97号汽油还要贵两倍;水几乎无价,在炎热的夏天,奥运工地的工人们,一天要在水龙头下冲上三四回澡。

中国人并不缺乏节水的历史、节水的意识和节水的技术。坎儿井、北海团城这些古老的节水设施已经使用了几千年,那么我们缺什么呢?对一户农民、一个企业、一个地区而言,当节水比浪费水还花钱的时候,为什么要节水?对你的邻居、你的下游来讲,多用水仅仅是不道德的时候,为什么要节水?

节水不仅是我们面对生存危机不得已的选择,也是考验我们这个民族道德与制度建设能力的一次机会。

黄河源头有千湖之县美誉的玛多要搬迁了,原因是没有水;太湖之滨的大款要搬走了,原因是水脏了;世界第四大淡水湖——咸海,已经消失了一半;我们儿时记忆中的河流几乎全部干枯了――我们的祖先是否想像过我们今天的遭遇?

人类的文明诞生在大河两岸,苏美尔人的崛起就是因为找到了与水和谐相处的方式;但是,苏美尔文明的消亡,也正是由于对水的利用过度。两百多年以前,人类发明了蒸汽机——一种利用水循环的机器,它推动着我们到达了今天的文明程度:我们生活在地球历史中最美好的时期,但是我们是不是忘记了水可以诞生文明,也可以毁灭文明?

面对水,如果我们不能够找到新的文明方式,我们还能在地球上走多远?

This is a different sort of “Peak Oil movie.” Rather than just focusing on the approaching decline in oil production and its likely effects on our petroleum- powered modern lifestyles, What a Way To Go: Life at the End of Empire, presents that issue merely as a symptom of a larger problem modern society as empire. For those who thought the 20th century finally saw an end to empires, think again. The emperors only changed clothes, got new job titles, and swapped in “predatory economics” for slavery and overt domination. It’s a Matrix-like nightmare that seems normal to us, even with all its chaos.

The film surveys the litany of collateral damage due to our entrapment in the empire:

  • Environmental degradation, including the approaching disaster known as global climate change.

  • Species facing a new mass extinction event—this one caused not by killer asteroids but by the march of “human progress”.

  • Dissociation from the details of how life’s basic commodities (such as energy, water, and food) are provided to us.

  • Our general ignorance of the technological wonders that we depend on.

  • The dominant use of violence (war) as a means of overcoming obstacles and expanding influence.

  • Our Ponzi-inspired, never-ending-growth economic model, which logically must fail at some point.

These are all symptoms of a planet and people in serious trouble. We’ve been encouraged to live beyond our economic, natural, and spiritual means, and we’ve done quite a job of it. The film lays out the bleak truth for us in a surprisingly watchable package, nicely incorporating narration, interview clips, and strangely cool archival material. Elegant and almost poetic in tone, What a Way To Go gently takes us by the hand as it explains to us the harsh reality of how things really are, where they’re likely to go, and how difficult the challenge is.

We’ll lose our way in the Grand Bazaar and munch our way through the famously fragrant Spice Market. We’ll follow the fall of the ancient capital of Byzantium and the rise of Islam at the city’s ancient wall, and wander among the treasures of the Hagia Sophia, Blue Mosque, and Topkapi Palace.
